Permissions Rights resetting

Hello, Im not an IT person however my IT is driving me crazy and I dont think they know AD that well. I have a Database that allows for business rules to be written and ran within the DB. We are receiving an error for which the vendor says: "-Make sure Network Services and the Windows Impersonation User have full permissions on these folders: ASP .net Temp folders, Workflow Temp, Windows Temp, Framework – V2.0 and v4.0 Temp ASP .NET, Framework64 – V2.0 and v4.0 Temp folders" When our DB Admin does this the Business Rules work for a while. However soon after (days) the error comes back. My theory (unfounded and unsupported) is that AD policies are being forced out every so often and my DBA is not coordinating with our AD administrators. Please let me know if anyone has thoughts. Sorry that this is coming from a non-IT person.

Sounds like a reasonable assumption. I suggest you sit down with your DBA, your IT Infrastructure / AD guys, that list of folders and the observed behaviour, and thrash it out with them.
