Enabling SQL Agent

Hello Experts, my sqlserver 2005 agent is disabled however under services on the server noticed the agent service is up. From application logs noticed error message : SQL Server blocked access to procedure 'dbo.sp_sqlagent_has_server_access' of component 'Agent XPs' because this component is turned off as part of the security configuration for this server. A system administrator can enable the use of 'Agent XPs' by using sp_configure. This server is part of cluster,I am aware abt sp_configure 'Agent XPs',1; what is best practice to bring agent up via cluster admin? or is there any best practice? can you please help?

Sounds like the agent may not be running under the correct security context. I would check how it's configured to login and compare it to the server. You control services in a cluster through the cluster administrator. In all cases. Don't try to start & stop the services on the individual machines.
