[meta] Adjust what constitutes an edit

Just my $0.02... Is it possible to change when we go into a question and edit the tags of a question itself, to not be flagged as a major edit? I mean if I'm just going to add in more tags to improve the question it should not be moved to the top of the active list. I think it can cause confusion to see a question at the top of the active list only to see that it was just an edit on tags.

Shawn, I've asked for a change that will allow each user to have their own preferences on the site, such as ordering the questions - I would choose 'Newest' over 'Active'. I know that doesn't stop re-tags from being classed as edits, but will keep your view unchanged if you don't use 'Active'. I wouldn't like to see you discouraged from re-tagging - it's the community editing that we want to encourage here, and the better the tagging is, the more useful this site becomes for other users. We'll have to see if the devs can change the edit, but as I recall that's how it's always behaved (even before the migration).
