If I have a database in Full Recovery and create a backup and then change it to Bulk Logged or Simple and then Restore the backup will the recovery mode change back to Full?

Without testing this specific scenario - YES. I am assuming the overwrite is selected, you are restoring back to the same server, etc.
My scenario is that we backup a database that is in full mode, restore it on another server. What I have done in the past is change the recovery model on the target server and then let the restore overwrite it. The recovery model on the target server will change back to that of the source server upon restore.

I'll answer your question with a question. If you backup the database while it is using the Full Recovery Model, and subsequently change the recovery model of the database to Simple of Bulk_Logged, how would the backup know it was changed when you restore it?
Yes, if after you subsequently change the recovery model, you then restore to that particular backup file the recovery model will change back to Full.
