Certificate reference remains after disabling TDE on a database

The sqlservercentral.com article "Transparent Data Encryption(TDE) SQL Server 2008" by Roy Ernest, 2009/03/24, mentioned that a permanent reference to the certificate exists after disabling TDE on a database. Does this issue still exist or has it been resolved?

If you follow the link in that article [] to the item on Connect as raised by Grant [], then you will see that Microsoft closed the item as 'By Design'. That to me would suggest that the issue still exists.
