central management server for mssql 2005

How do I configure central management server for mssql 2005. I get the error " There is no Central Management server running on port 6400"

Central Management Server was introduced in SQL Server 2008. It has to be a SQL Server 2008 instance that acts as the management server. Here's the documentation from Microsoft on how to set it up.
