What are the best conferences to attend to build your knowledge of Oracle, either as a developer or DBA. I assume some are better from a technical perspective and others from a networking/community perspective?
ODTUG sponsored events are always excellent. They cater to the developer, and the sessions are by users for users.
Hotsos was probably the best conference I attended in terms of technical content. I'll be going to RMOUG this year, so I can compare :)
In terms of networking, I think the best value I got is from the conferences my local usergroup (NoCOUG) organizes. They have conferences 4 times a year, and I've been going there for 3 years now and there are many regulars. The repeated meetings with a small group makes for very strong connections - which is my favorite mode of networking (collecting millions of business cards of people you don't know at all is not useful to me)
UKOUG seems to be OK (after a couple of days), lots of talks to go to and networking opportunities. Although it does seem to be geared towards app and middleware than core database training
