Read the article and it has a lot of descriptions, but isn't really a how to. Not asking to be spoon fed, but maybe where to find it in the ssms or a command code example is all I need.

Is this refering to the Windows Performance Monitor (Perfmon)?

yes, as far as I am aware this is a view of those counters also seen via PerfMon
