I found what I needed in Surface Area Configuration Manager. Clicking on the "Features" link at the bottom, CLR integration is one of the options listed under Database Engine in the tree pane. Then it was just a case of checking the check box and applying the change.

Just for completeness, this is the MSDN page that describes it.

GO
RECONFIGURE;
GO
sp_configure 'clr enabled', 1;
GO
RECONFIGURE;
GO
