I haven't tried installing CU7, I did install CU8 on a few boxes and had issues where it would go through the installation with no issue but not update the version. I downloaded CU4 which I knew worked fine on another installation and installed it on the instance I was trying to update to CU8. CU4 installed fine, updated the version, I then applied CU8 and it worked perfectly. I'm not saying this will help you but it might be worthwhile to backup a couple of releases and install on, then try CU7 again.

I have gone through the article but no where i am able to link this with my issue. What i am concerned about is that when we install the spac it shuts sql server down and gives this msg on screen "hotfix has encountered a problem and needs to close". Have uninstalled the spac started a fresh install even that is not working.

Do you have your mssqlsystemresource.mdf, mssqlsystemresource.ldf, distmdl.mdf, distmdl.ldf, and master database all in the same folder? Many folks move their system databases to different drives or LUNS and forget about the mssqlsystemresource and distmdl databases. If they are not in the same location as Master hotfixes will fail. Your error message isn't stating this exact error but it is worth mentioning here to make sure that isn't an underlying cause.
