Is it possible to capture blocking by using SQL Query Store?

Depends what you want to capture.

From 2017 onwards Query Store captures certain wait stats including the LCK stats so you could find what queries where waiting on a lock (blocked), however finding the who blocked, when and all the extra information that the blocking chain report gives you isn’t possible.

You would be best setting up an extended event session to capture blocking instead
