ssrs tablix column heading overlaying part of ssrs header

Hi we run 2014 developer on one of our dev machines. i just stood up a report with a header, body and trailer. I have to keep what i share somewhat anonymous but will show later in images what i can about this report.

the header has 3 text boxes on 2 lines that run right up against a logo that sits far right in the header. Underneath all of this is a sloid line that runs right across the header.

The body "echoes" (on 12 lines of text boxes) the parameters that were chosen. That is followed by a solid line. The line is followed by a tablix whose static properties currently have fixed data "true", keep with group "after" and repeat on new page "true". i tried keep together both "true" and "false" in this property and neither helped.

when the location echo is super long (hundreds of locations) , the column headings (no data just headings) of the tablix overlay/hide the header's 1st line of text boxes and shows again (where it is supposed to) underneath the body's solid line on the first page prior to the data filled tablix grid. Luckily the tablix's headings repeat on every page thereafter as desired.

its interesting that the tablix's column headings scroll in vs (unintentional) but not in rm. I'll try to post the images separately because i got an error trying to post them here after the question. the question is "how do i stop the tablix column headings from overlaying part of the ssrs heading?".
