How, and where do I define the cross database references in Azure Devops?

I am working with a project where a code database is referencing a data database all the time. Nothing strange there. When working with VS 2019, adding a reference to the data database works fine. Publish just flies.

But when the same project is commited to Azure DevOps in VSTS, the Build pipeline complains that the dacpac (successfully referenced in VS) is not found.
Obviously, I need to make the dacpac available to the Build pipeline and also inform Build pipeline about it. But how and where the heck...?

In data engineering, if you use the build option that just creates the resource without verification (which is not recommended), then you'll need to verify the resource is valid on your own, in which case you should create a fake stub that has the objects named correctly.

As far as I know, you can't have two databases in the same repository unless you want to mash them together and use different schema names instead of keeping them separate databases.
