provider: SQL Network Interfaces, error: 28 - Server doesn't support requested protocol) (.Net SqlClient Data Provider)

Hello please help.Am using Sql Server Express..I installed Driver for PHP and for Sql Server,then

wanted to access Adventureworks Database from PDO php data object and I got an error message requesting me to Install ODBC Driver 17,in which i deed, ODBC Driver 17 was installed,I started having this issue,,

Now,, I couldn't login with PDO Driver nor login directly to my SSMS,,I have tried to uninstall ODBC Driver 17 but still having error 28..it says

[Cannot connect to A@@@sss\SQLEXPRESS

Are you trying to access it from the same machine as the SQL Server Express instance, or from another machine?

Which protocols are enabled? https://docs.microsoft.com/en-us/sql/database-engine/configure-windows/enable-or-disable-a-server-network-protocol?view=sql-server-ver15

Yes from the same machine,this started when I installed ODBC Driver 17,,because I want to access my database with PDO Driver(PHP) then a message pop up asking me to install ODBC Driver 17,then

after the ODBC Driver was installed,I couldn't login still,and I decided to login directly to my SSMS to see if I could login,I started seeing this error 28..

But now if I disconnect my internet (Network) I could Login,as soon as the internet is connected access is denied ..Please what is causing this..

I enable Named Pipe

Shared Memory and

TCP/iP......

I'm getting this message from my Event view
