SQL Query and SQL Server License - calculation

Question1: Single SQL Query to run/find Logical CPU's and Physical CPU's for VM server or Physical servers(SQL Servers) across all SQL Server versions.
Note: SQL Server versions >= sql 2008 to SQL 2016

Question2: SQL Query to find licensing total cost for VM server or Physical servers(SQL Servers) across all SQL Server versions.
Note: SQL Server versions >= sql 2008 to SQL 2016
