Unable to connect to secondary node in 2 node failover cluster instance

I am trying to configure a Always On failover cluster instance across two db nodes.

My environment is as follows:
Node 1 - Domain Controller, AD, DNS, MSFCM
Node 2 - Primary DB Node
Node 3 - Secondary DB Node
Node 4 - Application Server

I have a static ip address for both the windows failover cluster and the sql server cluster.

All of the nodes are on the same domain, and can connect to each other, when validating the cluster I do not get any errors.

I have created a Database on the cluster using the sql server cluster ip address, when the primary node is set to node 1, I can connect to the cluster instance using jdbc and though SSMS.


If I move the owner of my sql server role to the secondary node, I can see that the sql instance comes up on my secondary db node (Node2). I can login into Node 2 and connect to the instance locally and can query the database that I have created.

But I am unable to connect to my sql-server cluster when I switch to my secondary node. It just times out with the following error
