ODBC error in data export wizard to Azure DB

Have created a new empty Azure SQL DB. Attempting to export a local SQL2017 database to Azure via Import Export Wizard (64 bit). Have tried several variations on data source and data destination types (oledb, native client) with no success. Following the MS on,line documentation for the wizard and ODBC configuration. I have a System DSN that works for local SQL server. I created a System DSN to access Azure and it tests OK, but it does not want to save user & password, when I try to use it I always get Login failure.

So I tried specifying connection string instead for Destination in the wizard. Something like: Driver={ODBC Driver 13 for SQL Server};server=xxxx.windows.net; DATABASE=yyy;User ID=<admin>;Password=<pswd>;Trusted_Connection=False;Encrypt=True;

using the web site with all the connection strings. All the values I use are the same ones that ODBC Manager gives Successful Connect. The wizard screen parses out the elements and displays database, encrypt, server, user id, Driver all correctly. But click Next and I get: ERROR [IM002] [Microsoft] [ODBC Driver Manager] Datasource name not found and no default driver specified.

Any suggestions would be appreciated.
