Rectangle shows on top and bottom of tablix in preview

SSRS Report formating, I been asked to resolve a problem on a report. there is a "banner" at the top of each page that is a rectangle with a text box within it. In SSRS the form looks fine but in preview the rectangle "Banner" is on both the top and the bottom. I have tested all the options I could find for page breaks in the Tablix, the rectangle, and the margins on the report. When the client needs to print multiple pages, the rectangle with the logo and the document banner are on the top and bottom of the page. How can I trouble shoot this further? Where do I look now. Do I and a footer to the bottom of the Tablix or the report?
