SSRS 2014/2016

I have a couple of needs for some unique requirements for an SSRS report.

1) Is there a way to set a time limit on a report, say 30 seconds, kill the report and then display a custom message back to the user to please try again later?

2) In a report, I would like to have a couple of radio buttons that a user can check, if the button is checked, it will pass an additional parameter to the sproc that is the report.

Any ideas or suggestions?
