Error creating Integration Service Catalog

I am trying to create an integration services catalog and get the following error message: TITLE: Microsoft SQL Server Management Studio

An exception occurred while executing a Transact-SQL statement or batch. (Microsoft.SqlServer.Management.IntegrationServices)

Cannot drop asymmetric key 'MS_SQLEnableSystemAssemblyLoadingKey' because there is a login mapped to it. The certificate, asymmetric key, or private key file is not valid or does not exist; or you do not have permissions for it. The server principal '##MS_SQLEnableSystemAssemblyLoadingUser##' already exists. Cannot find the login '##MS_SQLEnableSystemAssemblyLoadingUser##', because it does not exist or you do not have permission. (Microsoft SQL Server, Error: 15559)

The key exists as well as the login. Here is my version information: Version Level Edition 13.0.1742.0 RTM Standard Edition (64-bit)

Need some help. Thank You

Not really that good with troubleshooting the integration services catalog however I did stumble upon this link which may help: https://docs.microsoft.com/en-us/sql/t-sql/statements/drop-asymmetric-key-transact-sql , in particular the Remarks section. Hope this helps
