"Scale-out deployment" is not supported in this edition of Reporting Services.

I have sql server 2016 express. I just applied the latest cumulative update. Now I get the error message above. I looked at the Keys table and have 2 entries, but I don't know which to remove ... the server name is the same for both, only the installationid is different. Any help appreciated.
