Configure the map to zoom directly to the spatial data based on the user input parameters while preserving the backgrounds data as display

When trying to generate a report that contains a map and a tabular data, where we need the user the enter a given parameters that will filter a given layer in the map and its tabular data in the table. means when I select a specific parameter (ex. parcel number) I need the report to zoom on that specific parcel. the problem is that we are not able to configure the map to zoom directly to the spatial data satisfying the user input parameters, it can do so if this happens to be the only layer in the map so whatever data is displayed the map is zooming to those spatial data but in our cases we have administrative boundaries and some other layers that should be there on the map in addition to our business layer. the idea of hiding the rest of the data not satisfying the search parameters is not accepted (map has no value when removing all those backgrounds). we only need the SSRS to zoom to specific features in a given layer while the rest of the layers are for display only. the exact exercise is that I have 2 layers (1 parcel and 1 administrative) i need to zoom on a one parcel layer based on a specific input (ex parcel number) while preserving the administrative layer (part of it) as background.
