How should I license mirrored SQL server instancein Database Mirroring

If I am doing database mirroring in an active/passive failover configuration, how should I license the backup server? Do I need to purchase two separate licenses or just one? Can someone provide a URL to Microsoft licensing that addresses this question? Thanks

Assuming this is SQL Server 2012, look at this Licensing reference [guide][1]. For each properly licensed instance of SQL Server, customers can run a supporting passive instance in a separate OSE for the purposes of temporary support. A passive SQL Server instance is one that is not serving SQL Server data to clients or running active SQL Server workloads. This passive failover instance can run on a server other than the licensed server.
