SQL Server Configuration Manager does not display 64-bit node

I'm running SQL Server Configuration Manager 2015.0130.14500.010 on 64-bit Windows 7, and when I open it, it shows only the 32-bit node. Any idea what would cause this? ![alt text][1] [1]: /storage/temp/3701-capture.png

Selecting SQL Server Services displays nothing, but I expect that since only SSMS 2016 is installed.

Does it matter what this tool shows if you haven't installed the database engine?
