I reckon your SQL Agent service is running under a domain account that has expired due to Group Policy settings. Look in SQL Server Configuration Tool or the Services Control Panel applet to see which account the SQL Agent service is running under. In SQL Server Management Studio, find that login and right click to look at its properties. If 'Enforce password expiration' is ticked it means Windows account expiration policies are applied to that account. That might be at the machine level or at a higher level in Active Directory. I don't know how this works as I don't use it, but if this is your problem you'll p[robably need some domain admin help to sort it out.
