Project protection level changing after deployment

Hi,when I am deploying solution in to SSISDB in SSIS 2012,I am setting protection levels of all packages and solution as dont sensitive,but when i tried to get that project solution from ssisdb ,i could see protection level got changed to encrypt sensitive data with user key,please let me know why the protection level got changed after deployment
