How to get SSIS ide on Azure Sql Server VM

I just signed up for an Azure Sql Server VM and a Visual Studio VM. I wanted to set up my dev environment on the cloud. When I pull up SSMS apparently ssdt is not installed because I can't access the ssis ide. How would I install ssdt on that azure server. Has anyone done this. Bottom line is I want to develop on the cloud not locally and need to get to the ssis ide. I also tried signing up for a visual studio vm and it does not have the Business Intelligence templates installed so I am out of luck. On both I tried to download ssdt but the security policy wont allow an exe download apparently. I lowered the firewall and still could not get a download to be allowed. Any advise appreciated to get the end result. Using SSIS on the cloud. I want to use the IDE to build dataflows as a dev environment on the cloud.

Up to 2 attachments (including images) can be used with a maximum of 512.0 KiB each and 1.0 MiB total.

You just download and install it. If you can't download it directly to the VM for whatever reason (probably IE security settings that you can edit), download the SSDT installer to your local machine then, through Remote Desktop Client, share your local drives with the Azure VM and copy the installer up there.
