How to collect active DTUs in Azure Database?

I know in the azure portal I can see active DTU and also DTU percentage. How could I obtain these counters via T-SQL or PowerShell? I am aware of sys.dm_resource_stats DMV but this just gives me utilization of resources.

Up to 2 attachments (including images) can be used with a maximum of 512.0 KiB each and 1.0 MiB total.

I would love something like sys.dm_database_dtu_stats in both Azure and SQL Server itself so that on prem customers get instant sizing information for a potential migration.
