Resources on using Windows System Resource Manager to manage multiple instances of SQL Server

Apparently you can configure Windows System Resource Manager to manage the allocation of resources between different SQL Server instances on a server, but I have not run across any detailed instructions on the steps involved, or any examples videos of someone doing this. We'll be working on Windows Server 2012, so any information on Windows Server 2008 R2 and above would work fine. Could someone point me to one or more resources for this?

in fact checking this link, https://technet.microsoft.com/en-gb/library/hh997019.aspx the feature is deprecated in Windows 2012. Running Get-WindowsFeature does not show any installable feature
