Are there "frameworks" for MySQL?

Im not sure if a GUI, such as workbench, would really get done what I am referring to. Perhaps PhPMyAdmin. I was curious if there was something that you could use to build a database for you that would implement SSRS, Many to Many relationships, CRUD. Something literally that would be what a programming framework would do. Im not sure if "Looker" would be the answer? I'd like it to be able to okay nice with API's - built from PhP frameworks, if possible.
