running SSIS through DTExec

Hi I am trying to run a dtsx package through DTExec and get the following error: Description: To run a SSIS package outside of SQL Server Data Tools you must install of Integration Services or higher. where `` changes depending on the first task in the package. This used to work fine on my old laptop, but I had SQL2012 development edition installed on there whereas now I only have SQL 2012 management tools installed. Do I have to have a SQL Server installed in order to run a SSIS package through DTExec? Thanks.

Yes, if you are trying to execute a package locally (irrespective of the method) you have to have SSIS and the SQL Server shared components installed.
