What are service access requests?

Hello all, I'm new to sql server DBA. While I'm reading a PDF to gain knowledge I didn't understand what are the service access requests and the stages involved in this. Can any one clarify this doubt for me. Please don't think it as a stupid question. I searched about this in GOOGLE but I didn't found any explination thats why I posted it here. Thank you all.

If you could edit your post and provide more context around the phrase "service access request" you might get some help. It's not a phrasing that I've seen used when talking about SQL Server on a regular basis, so I'm unsure what it is you're looking for.
