SQL Server Configuration Manager error

I have SQL 2012 Developer (64 bit) installed on my Windows 8.1 (64 bit) laptop. Suddenly today I have noticed the following error when I attempt to run the configuration manager: - Cannot connect to WMI provider. You do not have permission or the service is unreachable. Note that you can only manage SQL Server 2005 and later servers with SQL Server Configuration Manager. Invalid class [0x80041010] I was simply wanting to start up my MSSQLSERVER service and was happily allowed to using services.msc. Configuration Manager has been working fine until now. I can't think what's changed.

Thanks Raadee. That's what I was after. Slightly different "invalid class" id but same solution. Also MS fails to explicitly say that you have to run the command they suggest with elevated privileges.
