Re-tagging Updates Question Edit Date - is this new?

I used to be in the habit of re-tagging questions to replace spaces with hyphens so that tag searches would be accurate and complete. Today, I re-tagged several questions and they now show that I am the last user to edit the question and appear at the top of the active question list. The previous behavior was to leave the edit date/user unchanged. Can it be changed back so question cleanup won't affect question ranking?

I have moments of madness where I attempt to tidy up a whole heap of tags and questions, but the process is a PITA, so it doesn't last long.
