Based on the error it seems, tha thte user account which Reporting Services is using to connect to it's database is locked out. It can be Windows(Active Directory) Account or SQL Server Account. You can identify it in the Reportin Services Configuraiton database. Then in case it is SQL Server account you can unlock it using `ALTER LOGIN [account] UNLOCK`. If it is local windows account, you can unlock it in the local uses management. In case of AD account, you will have to ask your AD Administrator to unlock it. But any way, if the service account get locked, I would try to investigate why it happen. (Whether some administrator changed the password, or the password has expried etc. or whether there was some security breach). In case the password has expired, you will have to change the password. And if password was changed, you have to set the new password in the Reporting Services Configuration manager so the account is not locked again.

As i am getting the error The report server installation is not initialized. (rsReportServerNotActivated) (rsRPCError) (Report Services SOAP Proxy Source) i opened the reporting services configuration manager and selected encryption keys tab and deleted the encryption keys. it worked for me now i am able to see the reports. and the database was also initialized automatically.
