There is no machine learning mechanism (whatever that might be). Instead, you need to look at the query, the execution plan, and the desired results and decide if you can tun the query or modify the structure with indexes or pre-aggregate the data in some fashion (materialized views, tables, cubes). There's no switch to throw to make this happen. You'll have to do the hard work of understanding what's going on with your system.
