Is there a file on a mapped drive that is specific to your account but not the SQL service account? Are you using a network share for which the SQL service does not have permission?

Being an administrator on the machine will not take care of mapped drives or networked resources

Thank you KenJ for your reply. I am using local drive and the the package is executing from the command line using DTsrun. Even I tired to run the job with command line with DTSrun only it is giving me the same error

Message Executed as user: Domainservice-account. The process could not be created for step 1 of job 0x number (reason: The system cannot find the file specified). The step failed.

Are you on a 64-bit System? When executing the package via commandline are you executing from the correct version of DTExec? Make sure the path to the package is correct.
