That's not even remotely enough information to make even the vaguest of suggestions. How big is the web site? How much data volume both in terms of storage and transactions? How many simultaneous connections? Projected growth? Since it's web only, can you consider Amazon or Azure? No one can even hazard a guess at a suggestion for hardware based on the information provided.

I think the question is looking for a vendor site that has server specs. Going beyond that would be as Grant said, nothing more than a WAG

We are dealing with 60 million data , do a lot of OLTP processing ( insert , update , delete) . we have SSIS packages , it's not web . no of staff 10 that doing the work.

60 million records is fairly small. What is your DB Size? How many transactions per sec? What is your biggest resource concern? Have you baselined the server for performance? How many user connections do you expect? These are starter questions to getting specs for a new server.

Not to mention that rows alone doesn't say much. 60 million rows that only contain an integer column is a different problem from 60 million rows with 5 or so VARCHAR(MAX) or 60 million rows with a mix of data types. Data size, not simply number of rows is very important when making these determinations.
