SQL Express with Advance service

If SQL Express with Advance Service (provides SSMS) on a Production server does that require a license. I have a developer installing this on one of the App servers in Production. Thanks for helping.

SQL Server Express Edition is free, but comes with certain limitations around memory, processor, and database size.
