Server scan fails when cluster is Down

Is it necessary for cluster to be up in order to scan the server. I am scanning a sever for retrieving a data with one of its clusters down. it shows an error "cannot connect to node".

By your question you seem to be confused about clusters. A cluster is made up of 2 or more servers (nodes). The cluster can be up with only one node being "on-line". If there is a node "off-line" then no you can not connect to it to "scan" for retrieving data.
