You have to install SQL Server Data Tools (SSDT). In 2010 and above, MS changed the name of the BI Tool from BIDS to SSDT. SSDT is included with the SQL Server install CD. It's a special tool that runs using the VS 2010 shell. Once that tool is installed, open it. When you open it for the first time it will look like a standard Visual Studio project and it will ask you what configuration you want to use. Select the "Business Intelligence" option. That option will install the dlls for SSIS, and SSAS.
