BOL states the definition of the columns min_worker_time and max_worker_time as the same "Maximum CPU time, in microseconds, that this stored procedure has ever consumed during a single execution." is this a bug?

Yes probably a typo. You can comment on BOL, using the 'Community Content' at the bottom of the page and let Microsoft know about it. yeah, I'd add it at the foot of the page or via a connect item.
