Scatter Chart and Map with GPS coordinates

Guys, I am trying to come up with a way to incorporate a Scatter chart and a Map all in one. I need to map the GPS coordinates both on a map and using a center point like in a Scatter chart. The scatter chart must have 2 sets of Radius markers at a given %, such as 67% and 95%. I have all of my Lat/Long coordinates and the map working but would like to have an overlay type of thing going on. The data is coming from SQL server and I am using datasets with multiple locations. So the report could be 20 pages, each page having a different geographic location. Attached are screen shots of what I the end result should look like, and what I have so far in SSRS. Any guidance would be great.
