Replication across domains with cluster

We have SQL 2008, and have used replication to a remote site using a local server account. (servername\repuser with identical passwords on each server)
Server1 Publisher,
Server2 Distributor,
Server3 Consumer (remote server with no domain access).

We now would like to use clustered servers in each location, we can create local users on each node but get a user not found error 15401, It appears to need a local user on the clustered instance.
