Agree with Matt that the question doesnt show much connection with SQL Server, maybe you could add a more detailed description in your next questions. I am guessing from your tag that this is for a reference table in a database...?
try these links that I found on Google:
http://en.wikipedia.org/wiki/List_of_time_zones
http://wwp.greenwichmeantime.com/info/timezone.htm
http://www.schaffter.com/cpu/tz.html

Should there be a "Off-Topic" or "Not-SQL" tag?

Yes, but I'm not nearly as good at correctly tagging things as Kev is... :)

sorry - taking a few days off, so not here as often as usual... I'd be inclined to close it as 'off-topic', but give the OP some grace period to maybe show how its SQL related? Anything that isn't SQL related shouldn't be here at all (my opinion).

I think your opinion on these things is generally worth 3x anyone elses (mine included)!

New code box

There's a new way to format code on the site - the red speech bubble logo will automatically format T-SQL for you. The original code box is still there for XML, etc. More details here.
