Are you sure you are allowed to send email to external addresses? Make sure there is no such organization policy which prohibits sending emails to outside. Have you configured your MAIL SERVER correctly? Please visit these following BOL links, may be something you missed

From the report server I would telnet (if permissions allow it) to the mail server and try a spoof an email to an external address.

@Jonlee Lockwood +1. This was what I was about to say. Another thing came to mind is the typical restriction on types and size of attachments in most of the organizations. @HRugbeer Are you sure that is not the case either? Depending upon your type of mail server, you could also trouble shoot by seeing the delivery failed notifications at MAIL SERVER. Moreover, please go through the BOL links I have posted, these could help you a great deal.

Check the report server logs for information about sending the message to smtp. If there is some issue during sending the message, then there will be some info available in the logs.

If the problems are cases as @Usman Butt described like internal policy which doesn't allow sending emails outside organization in that case you should discuss this with your email server administrators. In some organization you need to have an approval to send email outside and the sender emailn nedds to be approved for this.

Not sure if you have this fixed or not yet, in addition I am not sure if this is much help but in the past when I had that problem it was an issue on the exchange server. Something you may want to consider as another avenue to research.
