The admins connections are limited to 2 RD sessions. Then depends on the configuration of the remote connections (whether multiple log-ins under the same name are allowed etc) you are able to log-in using the same name from move IP addresses. If you do not log-ff and instead disconnect, then when log-in from different IP the serer creates a new RD session.

However sometimes it happens even when you log-in from the same IP.

to connect to the server the correct syntax is mstsc /v:serverIP

If it happens, that you are out of available RD sessions, you can log-in directly to the console which is always available. To connect directly to the console you can use mstsc /admin /v:serverIP eventually mstsc /console /v:serverIP. The /admin or /console parameters depends on the version of the mstsc

Once you are connected to the console, you can run tsadmin in which you are able to manage the RD sessions. You can logoff existing sessions, disconnect, even you are able to connect to an existing session and take over it and then correctly log-of from that concrete session after checking that there is nothing important running.

Hope it helps.
