How does the administrator turn on the "Report Builder" button for V2.0 in Report Manager 2008?

We are trying to enable the Ad Hoc Report Builder version 2.0 in our Report Manager interface (Reporting Services 2008). After reseting some role permissions and changing the url in the dialog area, the Report Builder button is still not showing up and when the url is entered instead, it still brings up version 1.0. What are we doing wrong?
