Grouping Problem

i have totally 3 groups, first group is country, after that i have a header row .. after that i have two groups..they are department and course ...my requirement is, i am breaking on every department... means. now whenever if the deparement get changed, automatically country group and header row both should repeat ...i tried setting up RepeatonNewPage property and "keepwithgroup" but it is not repeating...

Check this article on MSDN: How to: Display Row and Column Headers on Multiple Pages (Reporting Services)

What should interest you is the section: To repeat rows with column headings for a table with row groups

If you follow the instruction, you will the repeating of the headers will functioning pretty well.
