Error while shrinking warehouse Database

Hai, I got the following error when i tried to shrink my warehouse database in my job.

"Msg 3140, Level 16, State 5, Line 1 Could not adjust the space allocation for file 'WarehouseDb'. Msg 3023, Level 16, State 2, Line 1 Backup, file manipulation operations (such as ALTER DATABASE ADD FILE) and encryption changes on a database must be serialized. Reissue the statement after the current backup or file manipulation operation is completed."

But neither i was using those files nor i was running out of disk space.I have arround 43GB free space on my drive...

and also let me know what system phantom health records are because one of my maintainance plan deletes these records

Some other operation must be currently occurring for this error to be evident. Check sys.dm_os_waiting_tasks and see if there are things currently waiting on the system. Something else has to be running.

As far as the deletes goes, I don't understand what you're asking about.
